Woman arrested after 3 carjackings, shooting, gets bail

Also has charges under public health act in connection to another incident

A woman charged in connection to three carjackings and shootings that had Alberta and Saskatchewan RCMP scrambling two weeks ago was released on bail.

Montana Horse, 21, of Makwa Sahgaiehcan First Nation had a show cause hearing in Lloydminster Provincial Court Aug. 10.

Horse was arrested on July 29 by Lloydminster, Alta. RCMP after two attempted carjackings, one successful carjacking and shots fired at people who just happened to be in the wrong place at the wrong time.

The hours-long incident all started on Onion Lake Cree Nation.

According to Onion Lake RCMP they got a call at about 5 p.m. on July 29 that a man was shot with a firearm. The victim was taken to the hospital with serious but non-life-threatening injuries.

The suspects fled Onion Lake Cree Nation, Sask., and were soon spotted about 30 kilometres south in Lloydminster, Alta. Lloydminster RCMP called off a pursuit of the vehicle over concerns for public safety.

About an hour later Lloydminster RCMP got a report that a vehicle crashed into another vehicle on 46 Avenue and two suspects with a firearm tried stealing a truck from an unsuspecting victim at gunpoint. The suspects weren’t able to steal the truck and fled on foot.

Minutes later the armed suspects attempted another carjacking and this time they allegedly fired two shots at the person inside the car. The driver quickly drove away to safety.

The two suspects then assaulted a third victim and stole a truck. RCMP soon spotted the vehicle east of Lloydminster and took pursuit. Police again called off the pursuit after the suspect vehicle started veering into oncoming traffic in the westbound lanes on Highway 16.

Maidstone RCMP got a report of a stolen truck near the junction of Highway 16 and Highway 303 at about 6:50 p.m. That truck was later found in Lloydminster and Horse was arrested nearby.

Maidstone RCMP got another report at about 7:30 p.m. that two men were stuck near Hillmond. The men fled before police arrived but they were later arrested not far away walking on a road. Arrested were Lucas Aaron Oakes, 24, and Jesse Leigh Heathen, 33.

Both Oakes, from Makwa Sahgaiehcan First Nation, and Heathen from Lloydminster, were charged with theft of a truck robbery using a firearm, discharge of a firearm, unauthorized possession of a firearm, assault, uttering threats and flight from police. Heathen was charged with several more offences and Oakes was charged with 15 additional offences, including seven charges in connection to the Onion Lake shooting.

Horse was charged with possession of property obtained by crime, possession of a controlled substance, and two counts of failing to comply with conditions. She was wanted by the police at the time of her arrest.

Horse has charges out of Meadow Lake Provincial Court.

Horse and Oakes were two of 11 who were the first charged under the Saskatchewan Public Health Act during the COVID-19 pandemic.

The Act said no more than 10 people can gather at one time without maintaining a two-meter distance and went into effect March 26. A group of 11 people arrested March 27 were the first in Saskatchewan to be charged under the act. The 11 – including one youth - were arrested after a police pursuit involving three RCMP detachments, including Loon Lake RCMP, Pierceland RCMP and Meadow Lake RCMP. The 11 are from various communities including Lloydminster, Onion Lake Cree Nation, Makwa Sahaiehcan First Nation, Big Island Lake Cree Territory and Ministikwan Lake Cree Nation.

Loon Lake RCMP had responded to a report of a suspicious person knocking on the door of a home at about 1:30 a.m. The black GMC Yukon SUV the person was driving was stolen and Loon Lake RCMP alerted nearby detachments to be on the look out for the vehicle. 

Meadow Lake RCMP found the SUV a short time later and officers from the three detachments pursued the vehicle. RCMP say the occupants of the SUV started throwing items out of the window. Police located one of the bags, which contained several firearms. Police also found narcotics and stolen property. 

Several of the occupants jumped out of the moving vehicle but they were all picked up by police and arrested. Some of the passengers were found hiding in a nearby bush by sniffer dogs and arrested.

In connection to the Onion Lake Cree Nation shooting and Lloydminster carjackings that had RCMP in Alberta and Saskatchewan pursuing them, Oakes and Heathen appear in Lloydminster Provincial Court on Aug. 17 for show cause hearings. The public health charges against Oakes were stayed in Meadow Lake Provincial Court in May.

Horse appears next in Meadow Lake Provincial Court on Aug. 17 and Lloydminster Provincial Court on Sept. 14.
